Duale Ausbildung: Margarita Langthaler liefert Beitrag zu Sammelband
Die Arbeitswelt befindet sich im Wandel und Konzepte wie die duale Ausbildung (Dual VET) werden zunehmend wichtiger. Diesem Thema widmet sich das neue Fachbuch „The Rise of Dual Modes of Vocational Education and Training”, das gerade im Routledge Verlag erschienen ist. Unsere ÖFSE-Berufsbildungsexpertin Margarita Langthaler hat dazu ein spannendes Buchkapitel beigesteuert.
In „Lost during transfer? The role of social dialogue in the Serbian dual VET reform“ widmet sich Margarita Langthaler der Frage, wie berufliche Bildungssysteme in andere Länder übertragen werden und welche Aspekte dabei mitunter übersehen werden oder verloren gehen. Im Fokus steht das Konzept der dualen Ausbildung, das in Deutschland, Österreich und der Schweiz durch die institutionalisierte Kooperation zwischen Staat, Arbeitgeber*innen und Arbeitnehmer*innen geprägt ist. Diese Form des sozialen Dialogs spielt eine zentrale Rolle für das Funktionieren des Modells.
Am Beispiel Serbiens, wo 2017 ein dualer Ausbildungsgang eingeführt wurde, wurde untersucht, inwiefern dieser soziale Dialog bei der Reform berücksichtigt wurde. Die Autorin macht deutlich, dass Bildungsreformen keine rein technischen Prozesse sind, sondern von Machtverhältnissen und Interessen gesteuert werden. Damit liefert der Beitrag wertvolle Einsichten für alle, die sich mit internationalem Policy-Transfer, Berufsbildung und Entwicklungspolitik beschäftigen.

C3-Radio: Der C3-Award 2025 – Junge Stimmen für globale nachhaltige Entwicklung

In der aktuellen Ausgabe vom C3-Radio holen wir junge Menschen vor den Vorhang. Diesmal dreht sich die Sendung um den C3-Award, eine Auszeichnung für schulische Abschlussarbeiten und Projekte zu globaler nachhaltiger Entwicklung. Von Islamophobie im deutschsprachigen Raum über Frauenrechte in Ruanda bis hin zu nachhaltiger Mode: die eingereichten Beiträge zeigen, wie vielfältig und engagiert junge Menschen gesellschaftliche Herausforderungen bearbeiten.
Zu Gast in der Sendung ist Layla Ahmed, selbst ehemalige Shortlist-Kandidatin und heuer Moderatorin der Preisverleihung. Mit ihr sprechen wir über den Award, ihre Erfahrungen damit und darüber, was sich seither für sie verändert hat. Die Preisträger*innen 2025 berichten von ihren Themen, Gefühlen und Motivationen. Außerdem hören wir Stimmen aus der Organisation und des wissenschaftlichen Beirats.

Gastbeitrag zur EU-Strategie für Kritische Rohstoffe
„The EU's industrial ambitions hinge on transforming extractive relationships into sustainable partnerships with resource-rich nations.“
Europa ist abhängig von kritischen Rohstoffen. Die aktuelle EU-Strategie setzt stärker auf „Rohstoffdiplomatie“ und faire, nachhaltige Partnerschaften mit rohstoffreichen Staaten. Dieses Thema greifen die ÖFSE-Wissenschafter*innen Bernhard Tröster, Karin Küblböck und Simela Papatheophilou in einem Gastkommentar bei Social Europe auf.
Im Gastbeitrag „Europe’s Critical Raw Materials Strategy Demands Equitable Global Partnerships“ kritisieren die Autor*innen, dass die aktuelle Rohstoffstrategie der EU—trotz strategischer Partnerschaften, der Einführung des Critical Raw Materials Act (CRMA) und Initiativen wie dem Raw Materials Club die Interessen rohstoffreicher Länder im Globalen Süden nicht effektiv integriert. Diese Maßnahmen bleiben ohne zwingende Wirkung, da die Nachhaltigkeitsstandards nicht durchsetzbar sind und eine klare, kohärente Investitionsstrategie fehlt.

It`s Up to You! Deine Stadt, deine Entscheidung – Die Vienna City Labs
Als Europäische Demokratiehauptstadt fördert die Stadt Wien Projekte, die mit innovativen Ansätzen zur Förderung von Demokratie und Beteiligung beitragen. Die ÖFSE freut sich, im Rahmen dieser Initiative das Bildungsprojekt It’s up to You! Deine Stadt, deine Entscheidung gemeinsam mit Wiener Jugendlichen, Pädagog*innen und Expert*innen umzusetzen.
In den Vienna City Labs bekommen Jugendliche, insbesondere jene, deren Zugang zu demokratiepolitischer Bildung und Teilhabe z.B. aufgrund ihrer Staatsbürgerschaft erschwert ist, niederschwellig und spielerisch praktisches Wissen und Werkzeuge an die Hand, um sich für soziale Gerechtigkeit, Nachhaltigkeit und eine lebendige Demokratie in ihrer Stadt stark zu machen.
Die Vienna City Labs finden im Oktober und November 2025 im C3 – Centrum für Internationale Entwicklung statt.

In memory of Cornelia Staritz, PhD (1980 – 2025)
After a long illness, which she defied with impressive strength of will, Cornelia Staritz passed away on July 3, 2025. The staff of the ÖFSE and the ÖFSE Supervisory Board have lost an outstanding scholar, a beloved colleague, and a very good friend.
After completing her doctoral studies at the New School for Social Research in New York and at the Vienna University of Economics and Business with a PhD in Economics in 2008 and a second doctorate in 2011, and numerous further research stays at international universities and at the World Bank, Neli – as she was known to us and her friends – worked as a senior researcher at the Austrian Foundation for Development Research (ÖFSE) from 2011 to 2018. During this time, she contributed significantly to the further development of the Unit on Development Economics. Her work on global value chains, industrial upgrading, and financial markets, which was highly regarded in the international research community, formed an important basis for the further development of ÖFSE's work. The focus of her empirical research was the study of the textile and apparel industry in Africa and Asia and various commodity sectorsHer research projects, which involved extensive travel, aimed to improve the position of local companies and workers in the global value chains concerned. As colleagues who worked with her on numerous projects, we valued her expertise and were always impressed by her seemingly effortless work ethic, not least on research trips. Her guiding belief was that a deepened understanding of global inequalities and the offering of concrete approaches for change could help shape a fairer and more sustainable world.
Even after moving to the Department of Development Studies at the University of Vienna as a professor of development economics in 2018, she remained connected to ÖFSE as a senior research fellow, through many joint research projects and also as a member of the ÖFSE supervisory board.
Neli stood out for her intelligence, her great commitment, her strategic thinking, and her vision. Her curiosity, optimism, and zest for life made her a source of inspiration for everyone who had the privilege of working with her. She always stood up for others, facilitated projects for and with colleagues, and supported numerous academic careers. As a colleague and friend, she was compassionate, approachable, and encouraging.
Neli will be sorely missed. As a person and a scholar, she will continue to be a role model for us. Our sympathy goes out to her partner Leon, her children Adrian and Susa, and the entire family.

The C3-Award winners Shayan, Layla, Yara, Sasha, and Christina recently visited the C3 Library for Development Policy. Since receiving the award as part of educational projects and events, they have remained actively engaged as part of educational projects, internships and practica with both C3 and ÖFSE. On the occasion of this year’s C3-Award, we spoke with them about the positive and lasting impact the award has had on their educational and professional paths as well as on their personal development.
We appreciated the joyful reunion and were impressed by the commitment and growth that Shayan, Layla, Yara, Sasha, and Christina have demonstrated since receiving the C3-Award!

NGO Committee on Sustainable Development Vienna visits ÖFSE
On April 1st, 22 representatives of the NGO Committee on Sustainable Development Vienna visited the Austrian Foundation for Development Research (ÖFSE). After a presentation on the activities and services of the C3 Library for Development Policy and a tour of the facilities, the guests engaged in a discussion with ÖFSE Director Dr. Werner Raza about the foundation’s research priorities and activities.
The visit provided a valuable opportunity for networking and in-depth discussions between the NGO representatives and ÖFSE.
