From Promise to Practice

Proposals for a Results-Oriented Development Policy in Austria

Robert Zeiner / Lukas Schlögl

Wien, September 2026

Cover der Studie

This study develops proposals for reform that could enable Austria to align its development policy more closely with intended results and better connect policy objectives, public resources and evidence of impact. It draws on budget and strategy documents, evaluations, audit reports and academic literature, as well as background interviews and an expert workshop. The analysis takes as its starting point a well-developed system of performance budgeting in Austria whose potential for development policy is, however, only partially used. The study proposes developing the Three-Year Programme into a results-oriented multiannual development policy programme. Within this programme, shared results areas, clearly articulated results models and a Strategic Results and Resources Matrix would connect whole-of-government development policy objectives, resources and responsibilities across ministerial boundaries. An annual report would make existing information usable for planning, parliamentary scrutiny and institutional learning. The development policy effects of other policy areas and potential conflicts between objectives must also be included. In each case, Austria’s contribution to results must be assessed realistically, taking account of its limited influence. Overall, the study outlines a reform pathway that can be implemented step by step, brings existing instruments together and makes results a stronger basis for policy decisions.
