Cooperation between universities in the global North and South have become a popular tool in development cooperation. They are expected to be particularly useful for capacity building at institutions in the global South. For this to materialise, several preconditions need to be in place, such as long-term commitment, trustful relationships and acknowledgement of power asymmetries. This Policy Note discusses potentials and limitations of North-South cooperation in higher education drawing on the successful example of the Eastern African-Austrian AQUAHUB programme.
