This publication documents the conference "Education for Transition: One Europe - One World?" held in Vienna in November 1998. At this conference representatives of Institutions offering Preparatory Programmes for International Students in Europe from more than 15 European Countries (EU and non-EU) discussed the topic "The Internationalisation of Universities" and the role and relevance of Preparatory Programmes for International Students with a different educational and cultural background. The documentation contains the keynotes of the main speakers who discussed the issue from the perspectives of global and intercultural communication, development co-operation, scientific theory, educational science and philosophy. Furthermore the description of a project that was developed in the context of the conference and whose objective is to develop and establish a one-year European university preparatory programme for international students is included. The appendix contains the conference agenda, a list of all participants as well as their contact information and a reading list on this topic with selected publications.
